Jacques Cartier Feuillan

Jacques Cartier Feuillan, Attorney. 69, a retired attorney with the Federal Trade Commission, died of prostate cancer Jan. 3 at his home in the District.

Mr. Feuillan was born in New Orleans. He received a bachelor's degree in 1960 and a law degree in 1963, both from Harvard University.

He worked as an attorney with the Department of Health, Education and Welfare (now the Department of Health and Human Services) from 1963 to 1965 and then joined the Lawyers' Committee for Civil Rights, where he worked from 1965 to 1970. He also worked for the Legal Action Support Project at the Bureau of Social Science Research and the Council for Public Interest Law before joining the Federal Trade Commission in 1978. He retired in 2000.

Mr. Feuillan was known for his extensive knowledge of history and his cooking skills. His specialties included stuffed eggplant and Louisiana gumbo.

Survivors include his wife of 44 years, Dr. Penelope Feuillan of the District; two daughters, Danielle Feuillan of the District and Charlotte Feuillan of Cotuit, Mass.; a brother; and two grandchildren.
